Tracks billable resource units emitted by Apiway services. Every write operation across the platform (deployments, subscriptions, design submissions, etc.) records an RU event here. Provides summaries for billing dashboards and cost analysis. Also runs scheduled jobs for recurring (monthly/quarterly/annual) cost entries.
